You guys are good. Got it all figured out now. Now my "welcome lights" I gotta figure out. They don't always come on

To be honest, I cheated. Pulled up Lexusdrivers.com, went into my owners manual, and checked because I couldn't remember.

The Parking Brake Pedal disables the DRL on first startup...

So try the scenarios again with Parking Brake engaged / disengaged on Start Up..

I have a 2014 IS250. Do you know if the DRL has a blub that can be changed? If so, do you have a picture of the location and bulb type? I only see the LED replacement housing with bulbs already installed on eBay. Thank you.
