whell locking up

son in germany has a 2015 is350 f sport. He changed brakes all was good for about 1000 miles. seems right wheel may be locking up. Doesnt see any grooves like a caliper sticking , these are new. Would a wheel bearing be a possibility. No lexus dealers near his army base so self diagnosis somewhat necessary. he does have chance to take car to a diy shop on base. any input appreciated

Front or rear wheel?
Did he check the back side of the rotor?
On my wife’s car (different make), the brake pad on the backside of a rear rotor was dragging, so no visible signs from the front side.

will have him look in am already 3 am there, just did brakes rotors and pads
