Radiator cooling fan help.

Default Radiator cooling fan help.

Hi peeps, recently I started noticing that the coolant temperature shown on my scangauge has creeped slightly higher, but still within the halfway mark of the car's temp gauge. Coolant level was fine but I noticed that the fan on the right (view from inside to outside) of the radiator is not spinning. I connected techstream activated the fan's load to 100% and still, only the left fan was spinning. When the car reaches operating temperature with the AC off, still only the left fan was spinning. Does this mean the fan on the right has its motor blown? If so, would it be best to change both fan motor or just change whatever is spoilt? Also, if it's not the fan motor, what else could be causing this? My car is a 2016 IS200t, thank you.
