Default ABS Actuator replacement

So I recently took my 2010 Lexus is250 to the Lexus dealership because most of my lights on the dash were on and a loud whining noise was coming from the dash. They said they couldn't connect their TechStream to the car because it wouldn't respond back so they had to check for the problem manually and I just got a call and they said the problem was the ABS Actuator and they are charging me about $4K to replace it. Is their anyway I can replace this myself? Ive been looking everywhere but I can't seem to find anything that helps. How do I replace the ABS Actuator and where is it located?

I would ask them for a listing of what parts they're looking to replace and their Lexus part #s. Smells like BS to me.

The first thing they should fix is techsteam connection.

Get a second opinion. This is when you go to your trusted independent Lexus shop. If needed you can find the part on eBay for $200 and have it installed. First though be sure that's the fix. Either way it's way better than the dealer because they only purchase new parts which is expensive. Case in point is the ballast on the passenger headlight on our IS250...brand new headlight and labor at the dealer $1,200...found the part on Amazon.com and fixed it myself for $49.99. The dealer wanted $1,300 to fix the motorized radio cover door on our SC430....I found the part on eBay for $200. I think it took all of 45 minutes to swap it out.
