Lighting help on my 2007 IS250. I need guidelines, information (etc.)

Lighting help on my 2007 IS250. I need guidelines, information (etc.)
I wanna do a couple things with my car being the following:
- Replacing the DRL giving it an HID white light look
- Replacing the fogs to an HID white light look
What do I need to know? Is it as easy as changing the bulb?
Do I need HID kits?
Special tools or something?
One more thing if you can guys. My drivers side HID Projector keeps flickering at times then shutting off and after a few weeks it just shuts off completely the second I turn it on. I tried replacing the bulb but when I take it out and put it back it works fine until a couple weeks later it starts to flicker and shut off again. What's the issue? Anybody know what I need to do or what is wrong?

The DRL is your high beam bulb running at low voltage. The only way to get rid of the yellow look is to either disable the DRL, or change your high beam to an LED and lose the high beam function. I didn't want to lose my high beams so I disabled the DRL and put a bright white parking light in to brighten it up a touch.
Putting HID in the fog lights will require a complete HID kit. If all your after is making the fogs bright white to match your headlights, the easy alternative to that is to install a LED 9006 bulb in the same temperature range as your headlight bulbs.
Like stated above about the flickering, swap the bulbs around and see if the issue follows the bulb or stays on the same ballast.
