Emissions Trouble in Northern VA
I have a 2007 Lexus IS250 AWD located in Northern Virginia where emissions are very strict. I have electric exhaust cutouts placed before the secondary catalytic converters but all the cats are still there and there is no check engine light. I passed all of the computer tests but the shop failed me on the visual check even though all the cats are there. I am going to hear back from the compliance officer from the Department of Environmental Quality tomorrow and was wondering if any of you guys know if the cutouts themselves are illegal in Virginia or could I just buy exhaust cutout covers and bolt them on for the test then take them off after?

It turns out that the compliance officer told me that anything that even touches pipes that are before the cats is illegally modifying the emissions control systems. I have to get the cutouts removed and put right before the resonator instead now.

Yeah it's like that in California too. You can't modify anything before the cats, but afterwards it's fair game as long as it is under 93dB
