Question both low beams went out at same time, can't figure it out

So last night when I went to drive my Lexus IS (2008) my low beams would not turn on. They worked just fine the night before.
  • Day time running work
  • High beams work
  • Fog lights work
  • Turn signals work
I went out there and looked through the fuses (maybe I'm looking at the wrong one) and started my car. The VSC light came on for some reason and has never appeared before. I did just fill up gas so I tied the cap back on, VSC light still on.
  • ECI fuse removed for 15 seconds, replaced.
VSC Light still on, no low beams
  • Negative battery terminal disconnected for 1 minute
VSC light cleared, still no low beams.

Would this be the bulbs themselves? Or the ballasts?... Possibly the relay? Trying to figure out which route to go next since it's strange that they both went out at the same time?

Can someone clarify which fuse to pull for the low beam? I feel like I'v pulled and checked all the ones I've could.

Any help would be appreciated. Thanks!

Do you know the Day Time and the High Beams are the same bulbs right?
Also with techstream you can turn this feature off.

You can always take a look at the bulbs to see if elements are there and not blown and test the ballasts with multimeter.
Do you have the halogen or HID model?

Weird that both turned off. You are missing something. Something very obvious. Go through your checks again.

This happened on our '04 Highlander, turns out the DRL filaments in the high beam bulbs were fried. I replaced both bulbs (very easy), and all was well again.

The original poster said in his post that both the high beam and DRL lights are working, so it's definitely not the same as your problem.

Did you check the fuses? I know it seems too simple but...
