I received a quote from my local Toyota dealer today to replace the malfunctioning door actuators in my 08 IS 250.

Front door actuators are $310.03 each and $85.00 labor per door

Rear door actuators are $225.54 each and $85.00 labor per door.

This is way less than the $500 per door Lexus quoted me, but is this a fair price?

You can definitely get the actuators cheaper online if you are looking to save some money (around $230 front, $175 rear). Labour sounds reasonable.

How much does Sewell charge? You could probably have your local shop install them.
