LEARN how to parallel park with stock wheels first!!! Then lower with coils and get wheels!

Actually I do have a friend who works on cars so I might just order the parts and look up all the diy's and do it w/ him every weekend!

how about bags, that way during the winter you can raise your car up according to how deep the snow is

I would suggest F-sport springs for a mild drop, maybe some Lfa rep wheels and gfx kit. You could also get a nice exhaust and F-Sport intake. As for your hid's I think that shop is over charging you. $350 seems very steep. That shouldn't cost you more than $200-250 to do low beams and fogs.

if you're not planning on lowering the car and getting wheels then you can also scratch off the body kit idea coz i don't think a car looks good with stock height and wheels with body kit unless you're getting GFX then it'll be fine.
you can get exhaust, JDM visors, sport pedals, illuminated door sills...and most of these things can be bought from Sewell for discounted price. good luck!

take your is250, add $3k on top, and trade for an is350.

I agree--NO RIMS or lowering. The other issue is that larger RIMs with low profiles will not survive the Boston potholes or handle as well in the snow. Remember Boston well. Now coilovers would make it adjustable for the winter, which would be nice, but not Rims.
