The second generation IS isn't a refinement of the first gen, it is an entirely different car. While the first gen is based on the JDM Toyota Altezza, the second gen isn't, it was a new design and one of the earliest production vehicles in the Lexus lineup based on their new-at-the-time "L-finesse" design philosophy. The 2IS isn't supposed to look like an Altezza, and most of the distinctive design elements from the 1IS (Altezza tails, chronometer wristwatch styled instrument panel, etc.) don't jibe aesthetically with the L-finesse design language.
