before driving across country to visit my mom, i bought my mom a set of hids for her car, and instead of keeping them in the box i used them as my high beams, because i already had lows. Truck drivers from miles away would flash me. them's high beams. True story.

This may sound crazy but I noticed after i checked the aiming on my headlights againgst the wall, the top cut off is practically at the waist of a person or lower, but I have noticed that when I walk up to my car from far away with my 3000k HID fogs on, the fogs are what blinds me and not my 6000k lows. I noticed this also with my buddy's IS-F with 3000k HID fogs on, rolling from a distance to me. Could it be the fogs since they are not projected?

Exactly. Projectors have cutoffs built into them to avoid projecting the light beam too high.

Good projectors should have good light intensity below the cutoff and little to no light above it. Something similar to this:

Agreed. I felt I had to slow down quite a bit with the factory aim because the cutoff line was WAY too low. I raised mine up considerably. I almost never get flashed at, even after raising them up. Also, when I do get flashed I don't flash back. It's not the safest thing to do in the first place and secondly, once they're past, I'll probably never see them again so what's the point? As long as I know I have my lows on, I don't need to prove it to anybody.
