That's a good question so I decided to search the internet. I didn't find much and I only know of people thermal wrapping the header/mani.

Here is what my search found, exhaust gases can be slowed traveling through the exhaust because the outside air cools the exterior of the exhaust causing the gases to cool slightly and therefore becoming more dense and exiting slower? I guess it is the opposite of wanting cool air at the intake.

Sounds useless to me. Perhaps there is some benefit in doing this to a high horsepower race car but I have no clue.
