Yep. My car also face that problem. Just loose the screw, put them up to proper position and tighten a screw & clips back.

When you drive during hign speed, the wind will force the bumper and it was a abs. So, don't worried and put them back to place.

I also have this same gap issue on my pax side (2006 IS250 AWD). I thought that maybe a clip didn't get pushed in when the bumper was taken off (prior to me owning it) but I haven't taken the bumper off yet to check it out.
