No pre drilled holes but I actually prefer it this way to get the exact alignment and custom fit to my car. No need to worry about tolerance stack-up, i.e. holes not aligning with oem bumper. I will find out this weekend how it fits when I install it.

It fits great. Here is the DIY Steps:
1. Jack the Car up (optional step):
2. Remove the 9 tapping screws and 2 clips (Taken directly from Lexus), save all screws and both clips for later re-use.
3. Detach the ten tabs and remove the front bumper ground effect (Taken diretly from Lexus). Slid it towards the front.
4. Apply tape on the edges of the bumper to avoid paint scratches (optional step). I used painter blue tape since I have some left overs.
5. Pre-fit Fab Rep.
6. Marked holes, only nine instead of eleven (see step 2 for qty.). This is optional, I found out that the ones marked on the lip is very accurate after pre-dirlling with 1/16 drill bit. Yeah, the holes in my Fab Rep Lip are pre-marked already.
7. Drill the seven screw holes with 5/16in (8mm) and the two clip holes with 3/8in (10mm). Make sure your lip is off the vehicle when drilling the holes.
8. Attach new lip and secure it with 7 tapping screws and two clip. Tighten the center most tapping screw and work your way toward the sides, alternating from side to side. Then secure the last two screws, these are not holding the new lip. Ensure to line up all the 9 tapping screw with the holes and associated clips behind it, the clips can be moved.
9. Remove tape.
10. Lower car if step 1 was performed (optional).
