Quick question need help!!!

Hi guys, I need a favor. I'm at dealer right now.
Question:
When I have the ac off and the refress button is in circulation mode, should there is any air coming in (while driving)? No right? The tech guy told me that it'll be air coming in no matter what mode I'm in. The only way is to close all the vent manually. Is this true or not?
