They are the DRL's. Because the LEDs operate at 1W, they are basically on full power all the time. Even when you switch it to highbeams to run them on full power, they will just look the same.
All in all, an awesome cheap mod in my opinion.

so, in that case, the highbeam is "useless" as it's already on full power?
