What is the VIN range on this TSIB?

There is no VIN range. Its all 06/07 IS350s.

sory for askin the newb question but wht is brake TSIB does it have something to do with the dust comin off the brakepad? newb question

Yes, it does. This is Lexus' response to customers who have complained abour excessive brake dust. It applies to the front brakes for all 06/07 IS350s. There are other earlier posts that have a copy of the TSB and other details. I also saw a recent post that the TSB has now expanded to cover IS250s. Hope this helps.

so there is a NEW BRAKE PAD? from lexus if so how much or is free from lexus?

Yes it's free and they are from the GS.
