Default what is this?

i was looking at this a while ago, and im not exactly sure what it is. i would search for it on the site, but i dont even have a name for it. maybe "cover next to fog light" but i tried that one already.

so my questions are

what is it? what is it for? can i remove it? can i replace it with something else (like a flamethrower or something)? if i take if off will it let air flow to the engine (but i believe there is a another cover behind the bumper as well if im not mistaken)?

thanks for the help

I think it is just a cover... You know that when we install JDM HID projector fog light we will need to take this cover off...?
