just curious why? that is something they do with bagged trucks and hot rods for turning issues.......
It looks good on those applications, but may look awkward on a lexus.

18" in the front so it don't rub since it is stock size. 19" X 9 to get more traction for the rear. It also gives it a front end dip look and when passengers are in the back, it wouldn't sag.

I wouldn't do it. Staggard diameter rims look great on the Corvette, NSX and other exotic cars, but I don't think it would look good on the IS. In my minds eye, the only Lexus that might be able to pull it off is the G1 SC due to the body design.

just creates a headache in trying to find tires that match front/rear. perf would not be worth the hassle.

For performance, 19's in the back don't buy you much vs. 18's. Go with 18x9, 18x9.5, or 18x10 for more grip and because they are lighter.

I believe 19" on the back going to slow you down. Stay with 18 but wider, that should be much better than 19.

Do the stagger for looks as it will hurt performance.
1. 19" wheels will be heavier and have more rotational mass further away from the axis. Both hurt performance.
2. You can get the same widths in either diameter so going to 19"s and keeping the same overall diameter of the tires (or something reasonably close) basically allows you to drop down in the aspect ratio department only. Going to something too low like 35 series or less can hurt performance as you will lose some of your contact patch.
