Default Problem reading codes

I recently had a CEL and whenever I would hook it up to an obd2 scanner it would not sync wit my cars ECU it would always say not able to connect or error. I was wondering if this had to do with wiring or my ECU? and my Is300 will not rev past 3k rpm. (I cleaned out my MAF sensor )

What type of OBD scanner are you using? Have you ever tried before with or without success?

It wouldn't rev past 3k before or after you cleaned your MAF?

Both wiring and ECU can be culprits for the scantool not connecting...
