I just got my IS300 earlier this month and I'm interested in making it into a project car. But I have no idea where to start, if you guys can give me opinions or direct me to a destination, I would appreciate it.

I am looking for the IS but in Texas not too any people drive this one... but i been here pretty long so i would tell you to start it at the body-kit first, then the coillovers, rims, HID lights, cold air intake, ....etc. that is my opinions but I would do it in order when i got the IS....!!

I'm thinking that I want to go performance over looks. I'm actually thinking about changing my headers followed by the exhaust system. I forgot to mention that my IS also already has some modifications, it has a K&N intake and some Enkei rims. Is there any specific stores or places around the Los Angeles area that you guys would recommend? Is there any stores that you recommend at all?

If you're going to do rims, they should really come before suspension because after rims you'll have to change/fix the suspension anyhow.
Though, since you're already talking about headers ... just do the whole exhaust system

Thanks for all the input, I think I have a clearer idea of how to go about this now. Exhaust system followed by suspensions. Which leads me to my new question, any recommendation for an exhaust system?

Since you are more performance-minded, you should cater to performance over aesthetics, and go from there. I did suspension first for a couple reasons. First, in my eyes, it provided the biggest bang for the buck. This is a mod that made the car more fun (for me) to drive. To many people (myself included), a lower ride height is more pleasing to the eye. Before I keep rambling on, I'm just trying to say that lowering springs & shocks or coilovers will provide both performance and looks. Coilovers with adjustable valving may be something you want to look into.
Once you decide how low you want to be, you can pick wheels with the proper widths, diameter, and offsets to match your needs. I believe you already have aftermarket wheels. If you care about flush/(ish) wheel fitment, you can decide which size spacers you need for your setup. Since your wheels camber in more the lower you go (unless you get camber kits), you will need thicker spacers with a 2.5" drop than a 1.75" drop...again, that's if you care about that sort of thing...then again, you may want to put your money into sway bars, braces, I/H/E, etc. first. Also, since you are in CA, you may want a heat shield to help hide your headers since none of them are CARB legal.
If you want to ride REALLY low, you may want to take ground clearance into consideration when choosing a body kit. For example, you can go lower with an RMM kit than a Vertex kit since they offer different amounts of ground clearance. You can go low with an aggressive kit, you just have to be more careful.
While choosing exhaust, listen to sound clips, and see which one you like most. From what I've read and experienced, exhaust doesn't do anything noticeable with respect to performance.
