It sounds like they are saying Al-tet-sa

I've always heard it pronounced Al-tee-za

Is the first way correct or are my speakers bad?

The spelling translation is Arutettsa from Japanese.

If you've learned some Italian, think of the way they prounounce z's.

Yes that is correct i noticed in european countries pronounce z as zed while japan says zedo. I think they call that ramajin or something. There was a post about this on is300.net a few years back.
