CBEST programming w/ Diagnostic Tool

CBEST programming w/ Diagnostic Tool
Yesterday, the Lexus tech tried to customize some CBEST programs
on my '04 IS300, but the computer did not accept any commands.
The service dept. was near closing, so they asked me to come back
for my 30 day checkup, at which time, they'll try again.
The tool they used to program seems to be a simple diagnostic
scanning tool which plugs into the OBD2 near the break pedal.
Thus, can any diagnostic tool be used to reprogram CBEST?
