Does ICE kicks in immediately?

Does ICE kicks in immediately?
Somebody either in this forum or another mentioned about accidents on parking lots because of the silence, when I start the car, ICE kicks in about 7 seconds? If I dont move then turns of about 30 seconds, is it normal?
