Default 2008 RX400H DRLs Do not Work

I know many people don't like these, but I'd like to get them working. The high beams work but no DRLs. Here's what I already did:

1. Check Techstream (not disabled)
2. Check fuse is good.
3. Relay appears to be the correct part#. The relay is also the same as his neighbor, the heater relay so I was thinking of swapping them. Is there a trick to removing the relays? I pulled a little and they didn't give.

DRL and Heater Relays
DRL and Heater Relays

4. Probably not related, but.. Is there something missing here (#1 or #2)

Something missing here

Thanks!

1 has no pins in the relay block, 2 does. What does the cover show? Those relays are stubborn I've broken them grabbing them at a salvage yard.

Thanks, I'll check what the cover says on that potentially missing one.

On the relays, should I try some pliars or spludger on the bottom?

Pry at the bottom while rocking the relay back and forth. Here's what the pins look like.

I haven't tried to pry out the relay but will do that hopefully today.

As for the missing fuse or relay, it's labeled Inverter... but the car runs perfectly. Maybe a mid-year change where that part wasn't needed. I'm curious if anyone else with a Hybrid has anything plugged in to #2 in the pic.
