If you don't turn on the by zone, do you see just one brightness bar and is that grayed out?

Even if I don’t turn on by zone, it still appears grayed out and cannot be moved. I even deleted my profile and tried it with no profile and still appears grayed out.
Hmmh... Is the color of your ambient lighting white? You confirmed you have the upgraded 64 color feature? If so, I would suggest you going back to the dealership to get this ironed out.

and the funny thing is the day I received the vehicle he went through the features and it was working.
Here's a thought. I see that you mention trying to "move" the button. This UI button is NOT a slider. You can't turn it on and off by trying to slide the button left or right. Simply touch it to turn in on, touch it to turn it off.
