Not sure what year your Civic is, but the EPA rating might be as good/better on it than the HS, so that's not surprising. I had a civic in the 90's, and got mid-30's mpg even back then. If you bought the HS to get better mpg than your Civic, then you would be disappointed, as they aren't in the same class at all. Maybe a Prius would be a better fit for your needs. Going from a Civic to an HS is about getting a much more refined and tech-laden car, without sacrificing mpg.
I can only speak for my own experience, but I do average 35-36 mpg paper-calculated (36.5-37 indicated) driving my HS fairly "normal". Mix of back roads, in town, highway, temperate climate in NC. While I do drive a bit less aggressively than with previous cars in terms of acceleration and braking, I make no other accommodations for the hybrid setup. I don't obsess over the power gauge, or worry about whether I'm on battery or not, or monkey with the AC or anything else to conserve energy. And I'm usually found in the fast lane, 10-15 mpg over the limit (75-80 mph highway on our roads). So my driving profile is probably more aggressive than the EPA's.
I can certainly imagine that if I drove the speed limit, that alone would push me up near 40 mpg. But I value saving a few minutes each morning on my commute more than a few dollars a month in gas
Driving the HS allows me to drive pretty much the way I did in my Saab, Passat, etc in the past, and get better mpg while doing it.
It could also just be the car, or some weird mismatch between how you drive and how your car was designed to be driven. I typically get better than EPA on my cars, but only EPA on this one, and we've never gotten EPA on our Odyssey. Really, that thing is rated 20/28, but no matter what I do, I've never gotten over 25 mpg on long trips, and average about 18 around town.

Not sure what else to offer. You appear to be getting close to EPA mpg, so it could be almost anything that's giving you less mpg than I and others are getting. Maybe just enjoy the positives of the car? The difference between 33 and 36 mpg is ~$10 per month. Doesn't seem worth sweating over.

last night I filled up with premium gas. I believe it was 93 octain. drove as normal as I could., so far i driven 37 miles 50/50 local and hwy, I am already seeing number I havent seen ever. I reached 34.4 mpg without trying. stay tune..will keep you posted on the end results

After 3,000 miles I changed it Sunday 12/28/14 with Toyota 0W-20 synthetic and a Mobil 1 filter. Drove 100 miles since, mix of highway and local and now am getting 36.8 MPG!
Tire pressures are at 38 in front (Goodyears) and 36 in rear (Toyos). Air filter only has a few thousand miles on it.

I been playing around with the tire pressure i think 38 seem very harsh on ride for me. NY road are not as smooth, (high tax really doesnt get you much LOL) I find 35 is my max number. also I have new tires about 3K on them so far, probably not helping my MPG

Remember on a new car your first oil change from Lexus is free! Also mileage improves as the engine breaks in and the tires break in a bit and loosen up.
Paid $24,250. Traded in a 2012 CT200h. Our cash difference with tags, taxes, title etc was about $4,500.
And they got us new OEM carpeted floor mats. The original mats apparently disappeared when getting cleaned at the auction. It still had the carpeted trunk mat.
Actually I think the cold pressure is 36 front and 35 rear but I only remember to check it after I have been driving and they have warmed up and the pressure increased. I have a slow leak in one of the Toyos and have to add a couple pounds every 2 weeks. They could not find a leak....I want to get 2 more Goodyears for the rear in the Spring.
Remember with winter that tire pressure drops 1 pound for every 10 degrees farenheit. So pump in a bit extra to avoid that low pressure warning on cold mornings.

I bought mind used with 35K millage @ 22K out the door, its not premium its a base model with Navi 2011 model. I bought the 4 Michelin Primacy MXM4. so far so good. Its pretty cold hear so I am already seeing tire pressure light is on I need to get it to 36 PSI today -
make sure you buy LRR tire, I guess its low role resistance. that is if you want to maximized the mpg, these hybrids are recommended LRR tires.

this is very good point about oil, I will be reaching my first oil change in a month, I am not sure what oil was used previously, i will make sure to used 0W-20 as its recommended in the manual.

I did the nitrogen replacement from Costco and found it did away with the winter air / summer air pressure differences that I used to always have.

worse so far...it is very cold here
keep in mind while i was on vacation i had the low tire pressure light came on when I came back, so i drove for few days with light on.
my new test with the new tank, I inflated the tires close to 36, 37 psi this is when the tires are cold. drove for about ten minutes all 4 tires reached around 40 PSI

my new test with the new tank, I inflated the tires close to 36, 37 psi this is when the tires are cold. drove for about ten minutes all 4 tires reached around 40 PSI
