I can't help you on the exact purpose of this plug but I agree it is probably for a feature on the luxury model.
As far as finding the mating connector, attached is the Toyota connector bible. In there is part numbers for housing and pins and how to repair and assemble connectors.

Yes, it’s weird that a 12v connector is left open like that. I find the harness in the link helpful. I am just hopeful to find only the male socket, which would be of a fraction of the cost of this harness.
