Actually the center diff does send equal power front and rear during normal operation, however it will let the the front and rear turn at different speeds. Just like the front and rear diffs. When there is resistance it sends the power where there is none. Once you return resistance to normal, we are back to equal power. Lock it and the resistance is no longer a factor, the diff sends equal all the time.

 

The center diff is limited-slip when not locked so there will always be some power transfer to the front.

Whether this counts as "true 4x4" is semantics and the source of many internet discussions but I choose to believe that having a 2-speed transfer case, and at least one locking differential goes a long way to putting the GX on the 4x4 side of things, and not AWD like is common on a lot of cars and crossovers these days.
