I don't think that they're peeling, but it could be a bad pic. Are these wheels in chrome known to peel?

Oh YES!! Thats why I got rid of mine. That and I dont like chrome wheels.

Those are some nasty peels right there. Mine hasn't peeled yet(knock on wood).
