Throttle Body Stuck Open

I was driving in stop and go traffic (maybe 5 miles an hour) and felt the engine shudder briefly. An error code showed up -- Brake Override Malfunction. Car went into limp mode and would not go past 3-5 miles an hour with significantly reduced power. Ended up towing it to a service center who quoted me $1600 for a faulty throttle body actuator, which left the throttle body stuck open. The car only has 32,000 miles on it, but over 48 months since in-service date so no basic warranty for me. Has anyone else had experience with this? Seems ridiculous that something like this would break down at 30k miles. Service Advisor states that this part is not covered under any warranty.
I'd appreciate any advice or experience from the forum. TIA!
