Pretty sure you're correct. 100% from a car manufacturer perspective, they can't legally sell a vehicle with wheels that stick out past the fenders. Not sure if that matters once the vehicle has been sold to a consumer.

Many, maybe most, and possibly all, states have a law that requires tires to be within a fender so as not to spray water/debris. The various state laws are worded in many different ways covering this, but they all try to reach the same outcome. I suspect most law enforcement officers only notice the vehicles like pickup trucks and jeep type vehicles with highly modified suspensions and sand buggy/sand rail type vehicles because they are the ones that most likely have tires that extend far outside the fenders.

Yup. This is why the RC-F and GS-F have that little flare on the back side of the rear wheel arch. That counts as part of the body and so the wheels don't extend past that piece.

yea they are. Yea you can barely tell they stick out. The tread is clearly it it’s just the sidewalk is out closer to the rim a couple mils but oh well
