Default Caster problem

I live in Hawaii we’re we have a law on modified vehicles
I lowered my 06 gs430 on bccoilovers I need my alignment specs to be factory to be legal to drive but there’s one problem my front caster is out of spec by a lot I mean a lot to the point we’re the figs offset caster bushing doesn’t really make it anywhere close to spec it’s well over +2.6 degrees over max and with the figs caster bushing it only pushed it back to +2.4 over max I forgot what the factory specs where and it’s proven to be difficult. It’s like I need every aftermarket suspension component just to get it in to where it’s suppose to be my car is Super low it feels like I have to go to stock height just to get it in to spec just wondering if my front camber is affecting my caster that much I do have -3 camber but getting an adjustable control arm to correct it I’m wondering if it will help with the caster. I know the caster is angle of the suspension forward and back. I’ve been looking it up and haven found a any connection with my car that it would I even jacked up the front on the alignment rack to see and still caster stays the same someone help please
