Why it should be legal in US if it really blinds upcoming vehicles?
All the "crystal" lights of modern cars have reflectors whose shape is calculated with the aid of computer modeling. If the lights are initially calculated for the installation of a halogen lamp, then when you install them xenon lamps get a "blind" xenon. The diameter of the arc in the HID lamp is the diameter of the filament halogen lamp, so installed HID instead of Halogen lights will shine in all directions without a clear cut-off.

I'm pretty sure it doesn't blind upcoming vehicles as bad as people make it sound. It's not like you are driving a tall truck or SUV with HIDs or stock headlights and they literally shine into other people's rear view mirror or the cutoff is higher than oncoming cars.

It's not a big deal to do it this way. I only got behind the liner to plug in the bulbs to the ballast. I mounted the passenger side ballast against the side of the airbox and the drivers side one fit perfectly under the driver's side engine cover on top of a plastic relay (?) box. Much cleaner doing it this way since everything important is up in the engine bay and out of reach of water and salt and dirt.
No foul side effects of having them located at these positions that I can tell yet, your mileage may vary with other kits that may or may not be built and shielded as well.
Taking the bumper off seems way overkill and a lot more inconvenient both in installation and for troubleshooting/replacement/removal later to me.

You can find good HID kit with color temp 3000-4300-5000K on EBAY. Relay harness for HID also you can buy on ebay.

Do I need a relay kit to run it on my fog lights? Which kit did you purchase? I only see one under the 9006 HB4... they are out of the 5k as well.

Powering ballasts directly from the OEM headlight harness may cause your HID lights to flicker due to the fact that the power supplied from the OE headlight harness may be in adequate. Halogen bulbs don't care about this voltage drop as the light will just dim. HID lights cannot; as a result, they will flicker resulting in premature failure.
Relay harness for HID System.
Provides a direct connection of ballast to battery. Vehicle wiring is only used as a trigger wire. Only one of your vehicles headlight plugs is used. Harness has two output plugs for ballasts on each side. Easy plug-n-play installation.

.. but you can find on ebay any relay harness kit you want. Short wires, long wires - any wires you want.
