The TOM's is just like the Blitz version. The benefits are exactly what you've listed: more agressive throttle response with less throttle application. It's not making the car any faster by adding hp so at WOT the car will not accelerate any faster.
Essentially these controllers are telling the car that your foot is pressing harder on the pedal than it actually is. Potentially it could void your warranty but it is easily removed (less than 5 minutes) so it's easy to uninstall. I have one on my IS F and it definitely improves throttle response across the RPM range.
