HID Fogs???

Harness kits are no longer needed. All the new cars come with wires that can handle high voltage. This was not the case with 90s+ Civics, Hondas. Those old Hondas and Civics did not come with factory equiped HID systems and that's why the wires were so weak. Lexus GS models on the other hand had HID, it was optional back in 1998, but the wires were the same in HID and non HID cars. Same goes for 06-08 models. You can check for yourself, that headlight and foglight wires are identical, hence, both can withstand high voltage.

My 2001 GS did not have factory HID's, but had the wires for it. I've HID's in fogs and headlights for 4 years, both were always on. Never had any problems.

Philips ballasts are great for OEM HID applications however they are also designed for OEM HID applications. In OEM HID applications the ballasts are usually encased within the headlight protecting them from water damage. In aftermarket HID applications the ballast is usually mounted outside the headlight where it is susceptible to weather damage.

The Xtreme ballasts are specifically designed for this application as they are epoxy sealed making them water tight.

That is true, the Xtreme ballasts may be the way to go since its very hard to find a dry place near the foglights.
