What model and year is the car? Why did you disconnect the battery? Is the electrical system stock, or were changes made?
If you have a 2GS, check fuse #6 in the driver's side foot well (next to your left foot).

That’s not normal, the fuel gauge wiring doesn’t really intercept with the battery cables, or not any more than anything else in the car. The fuel gauge will work off of a float in the fuel tank. The float has an electrical terminal on the pivot end that swipes over metal pickups and it transmits the fuel level to the gauge based on which pick ups the float is positioned over. This is specifically called the Sending Unit as part of the fuel pump module. If your not able to find a fuse or anything specific that solves the problem, you will probably need to pull the module and replace the sending unit. They occasionally go bad, and aren’t difficult or expensive to repair. It’s probably just coincidence that it died during a battery replacement.

I've seen stranger things. Go through all the fuses with a test light like mentioned. Good place to start. May be a fuse for the cluster too. Is there anything else not working that you haven't looked for yet?
