Hey Guys thanks for all the help... unfortunately I took a pass on the car.. It needed all new brakes it seemed as it shook like the rotors were warped upon braking but the main issue was there was a crazy sound when I braked and she said it was something with the ABS, she said she plays music and is used to it but I aint sure on that as I have never heard. car make that noise ... scared me to move forward. Its was in great shape though. the steering column she said also worked in warm weather but was intermittent in the cold.. Im coming from a mint 09 M3 so I know I cant expect the world from a 98 6k car but the noise it made when braking sometimes , like a loud whine etc for 2-3 seconds from like the drivers side dash ., Is this a thing and if so what is it and is t a easy fix.. Also the fuel Gaige reads improper due to the fuel pump being changed and they never fixed the gauge.. ?
Nothing out of the ordinary. Aside from getting a really poorly manufactured wheel that isn't properly round, a thinner tire sidewall is less forgiving and more prone to transmitting NVH from the road because there's less of a cushion to insulate the chassis.
It's a matter of personal preference and tolerance. I went in the opposite direction as DMPesso. I ran with 16" for about a year because the original owner of my car downgraded from the factory OEM 17" wheels listed in the build sheet to OEM 16", then I went up to OEM 17" for about 7-8 years, and then 18" was basically a prerequisite for my GS/IS350 caliper upgrade and I also came across an incomprehensible deal for brand new OEM F Sport wheels direct from Lexus.
There's less margin for error in balancing my current wheel and tire combo, but I went to Discount Tire for the very last time when getting these installed a couple of years ago, so I'm not surprised that a less-than-perfect balance would let through a small amount of vibration. Not that they screwed up anything with installing these wheels, but they've gotten progressively sloppier with my cars, wheels, and balancing over the years. I also found out their tire techs don't make enough money to care, and I have a couple of local independent tire/suspension shops I trust far more these days that I'm willing to pay for their superior service.
I sure wish the NVH scale was opposite! I knew the GS400 I bought for a decade before I bought it from my friend, and every time I saw those chrome factory 16's, I cringed. Especially after he lowered it 1.5". 18's are in the future, both for looks and to clear larger brake calipers. I'm curious if the Tein EDFC I recently installed can help compensate for the stiffer tires.
I've had a similar experience with diminishing work quality from chain tire stores. I paid Fast Tire & Auto $80 last week to balance the tires, and the first balance was out of balance. I'm also curious why the alignment tech left significant toe in the front. FFS, set the Camber the best you can (with the new coilovers), but zero the Toe next! I'm buying alignment toe plates, and attempting the next (and all future) alignments myself, lol!

Ah it has the bad ABS master cyl assembly. Common issue and not hard to replace, the usual fix is to order a JDM one from Japan. The fuel sending unit is accessed through the back seat to the top of the tank. Neither are hard to replace. If you can haggle the price down, the car may be worth it still. Brakes aren't a bid deal. Pads/rotors are cheap and easy to replace. The ABS unit is actually pretty easy too. Just 4 bolts like a regular brake booster.
Do the fuel pump and filters while your repairing or replacing the fuel sending unit. Drain the tank, purge the flammable gasses out completely, and vacuum up the debris on the tank bottom. The previous owner of my GS400 found a perfectly preserved oak leaf floating in the tank. Maybe you have some fishing line tangling up the fuel sender float?
