Question No Start

Car: 2000 GS300
Mileage: 160,000
Codes:P1300 "Igniter Circuit Malfunction"

Car will start and only run for 2-3 seconds. If i press the gas it'll start too rev up slightly then die out. I can't crank the car over again unless i turn the key completely off then back on.
The code says its for the "Igniter Circuit Malfunction" . I've checked the voltages from the ecu with the key in the "ON" position and got 12v from each injector pin on E2 (connectors-1,2,3,4) and E3 ( connectors- 5,6) ( ON ECU).
I checked the power output from the Igniter and got ( Pink Label - DH61 -89621-3002):
C1- 12V
+B- 12V
TAC- 0.02
T1- 0.06
T2 - 0.06
T6 - 0.04
IGF- 4.99
GND - GROUND
C6- 12V
C2- 12V

Fuel pump is priming when i turn the key , and i have voltage on the plugs under the seat. Are there any issues in the values I provided that would cause my car not to start?

IGF should read 4.5-5.5V, so your value is normal.
The manual recommends replacing the igniter, in this case. Before that though, it recommends checking for shorts in the connectors.
