Update - Gas smell outside car, passenger side tear door.
I have a gas smell outside the car passenger side rear door. I can't smell anything inside the car. Could it be when the fuel pump goes into the tank under the rear seat?

Most likely the gas tank. On my car the flange all around the middle created by mating the top and bottom halves of the gas tank accumulates dirt which in turn retains moisture. This causes rust and then a leaky tank. I could smell gas for a few weeks before I started noticing gas on the driveway.

Your problem is the roll over check valve on top of fuel tank. Part number 77390-30071 for valve and 77177-33010 for gasket. It is located on top of the gas tank and a real motherfuker to get to from underneath. You have to removed exhaust, heat shields, drive shaft, lower tank about 8 inches and fight like a biatch to get the connector off. It took me 4 hours with a full shop of tools and lift. the easier and better solution is to study gas tanks on eBay to identify where the valve is ( Passenger side just left of drive shaft hump towards the front of the tank) and then carefully cut a hole on the floor board after you the rear passenger seat. there is a video on you tube that a guy does this on an IS 300. Location appears to be the same but part numbers are different. Use what i wrote above. Mine would stink like fuel also and randomly throw a P0440 code. they crack on top, i couldn't see until i soaped (after removal) and blew in the little hose connection, the whole thing is cracked. Everybody is probably cracked. If emissions were so important they should make them life time warranty, then they would be designed not to fail!!!!

So i ordered a new cutoff / rollover valve for my car. Had it installed and it was cracked, but you could not tell from looking at it. As another member did, I put some soap around the valve and blew into it. Sure enough bubbles were popping up around the highlighted area. I filled up the car today with gas and no fuel smell from the right rear door area. Though my check engine light came on again! I will check the codes and see what it is. Since it came on right after filling up, I'm just going to get a new gas cap from the stealer. Hoping its not the charcoal canister.

Can you let me know where this cutoff/rollover valve going? If you can post a few pics that by great. My brother have a IS300 with this issue for like 2 yeas already and he do everything except that? I send this picture to him and he told me to get more info. So, please if you can let me know, I really appreciate your help.

99 GS3 - Yes I did reset the computer and once I filled up after the install the check engine light came on again after about 5 minutes driving.
Mcon - On the GS4 an GS3 its on top of the tank. My mechanic tried to just lower the tank and he couldn't do it. He had to remove the driveshaft and exhaust to drop it and then replace it. Not sure how it is on the IS, but just google or Ebay IS300 fuel tank and you will see where it is on the tank. Here is a picture of where it is on a GS400, just a picture of the tank that I found on ebay.
