If your vehicles ignition is stock you shouldn't be able to start your car without the key fob in close proximity to the vehicle? My 99 GS came with two black colored keys with integrated fobs and a separate grey colored key that had no integrated fob

f you want everything to be OEM be prepared to spend a pretty penny ($250+) at the dealership.
FYI don't forget to bring your registration or pink slip, as I couldn't get any of the dealerships to cut me a new key without that paperwork.

If you are low on funds then you could get a second hand master key from another vehicle (same design with transponder), and then program it to your vehicle. You get people selling them on the net. Or if you do have the funds, then Toyota like PATDOW1 said would be the best place.
