Default Dtc p0125

Hello everyone. My GS400 keeps throwing these codes. Coolant temp is always between 190-195 °F. How come it says "Insufficient coolant temperature for closed loop fuel control"
Long term fuel trims are about 4% on one side and 7% on the other. Thanks in advance!
