GS400 Lighter and Power Plug fuse problem

GS400 Lighter and Power Plug fuse problem
15A Cig fuse keeps blowing. Both female sockets for 12v accessory and cig socket have been removed so it is just a wire dangling and not touching any ground.
Can someone verify that the Cigarette lighter is a dedicated wire is just for these two sockets and I shouldn't have to trace anything else.
I read the J12 is where these two wires are suppose to connect, is J12 the panel by the driver feet?
I have an idea how to use an ohm meter for connectivity, if I can disconnect the two wires at J12 I should be able to find the short. Is this what I should do?
Please comment if I'm approaching this the right or wrong way.
