Default gs300 front end damage..wont start..

i just picked up a 99 gs300 with some front end damage, it was a high deer hit, and the water pump pulley is snapped off and part of the timing belt cover busted, i took the serpentine belt off and tried to start it and it turns over but not smooth like my 00 gs..its kinda like der der der DEW der der der DEW...the DEW being higher pitched (sorry best way i could describe it thru text) and it doesnt fire up. i can see the top of the timing belt and its rotatating so its not broken, but i was thinking maybe the tensioner was damaged? or could the timing have gotten off? would that make it not fire up? i plan on replacing the water pump, timing belt, tensioner and all that kinda stuff but was wondering if anyone could steer me in the right direction as far as something else that would cause it to crank like it does and not fire up....thanks in advance for any info

Pull the top timing covers and put it at TDC and check your marks
