thats how my lights look stock. maybe its just a canadian 1998 thing or something.. but they are always like that.

 

The top light is dual filament, but not connected. It only light up when you turn on your parking light,
Simple mod, 2 diodes/light, you can connect the top light second filament into your existing brake light signal.
This way, if you step on the brake, all light will come on.
