Buying a Northern USA GS ? Rust issues?

If the price is good and it checks out reasonably well, I say go for it.
and no matter how seized a suspension bolt, i always found pb blaster to be my best friend... a good soak in that stuff and bolts back out with ease... more than likely, snapped bolts are due to prior user error not using anti seize or overtightening... i just experienced this when trying to do the brakes and i snapped the caliper bolt on my TL this past winter...

am in NH and no rust issues. But then again i drove mine the one winter. Not sure how it was taken care for before i had it but i washed it alot not allowing salt to sit on it. Now i dont drive it in the winter.

As far as bolts and stuff unfortunately u are more likely to see them siezed on our cars than a car in warmer area. Again it will all boil down to the history of the car, if you are able to get that. But like most east-coasters have said already, the car hold up well.

When i did my coilovers, we had some issues getting some bolts off but i would assume that any older vehicle no matter where would be the same? considering they get wet and then dry?

just get a southern car, spend the extra 500 bucks, and not worry about it.

I wouldn't worry about it. If it was sprayed it would be fine. My ES is a daily and has seen winters since it was imported, no rust issues other than ones caused by others. I spray it once every two years, and NEVER had a rusty bolt problem that would shear or break off... Lexii are built well using quality parts. I've worked on ones that have been sitting for over 4 years and the bolts looked brutal but they come right off with some penetrating fluid.
