Default GS 400 '98 Starter issues

I get these issues with my starter where it doesn't start on first try every morning. The more time that passes the more likelihood the occurrence happens. Sometimes it starts on first try. When I leave the car sitting for three days it doesn't start. I have already changed my battery and this does not seem to be the problem. I have taken it to the dealer and they can't recreate it. I try to start it and the electronics come up but when I turn the ignition, I here a click like it is trying to start. Sometimes it doesn't get to that point. Other times it gets to the starter but the starter seems to try to start but it can't and after I turn the car off, it is still trying to start. I am at a total loss for the issue. Has anyone every experienced something like this? The dealer is trying to charge me #378 for a VVII Sensor and $1400 for a starter but they can't recreate the issue. Any ideas?

dont go to the dealer, take it to a local repair shop and you'll save half the cost what the stealer are asking but it sounds like the starter to me as well...
