Help failed CA smog test due to Functional check.
Give this a try:
-Open up your engine hood and look for the DIAGNOSTIC cap.
-Open up the cap and look for the "Tc" and the "E1" terminal. Jump the two together by using a piece of wire.
-Pull out the short fuse within the same Diagnostic box. It shouldn't be hard to miss since it's the only piece of metal in there.
-Now turn on your ignition to the ON mode (without starting the engine).
-Pump the brake pedal at least 8 times within 5 seconds.
-Turn off the ignition, pull out the jump wire, and then put back the fuse.
Any codes/pending code stored in DTC will not be cleared, even by resetting the ECU. Now if it turns out that your codes are still not cleared, then you'll need to have it hooked up to a Toyota scanner to read the code. Those autozone scanners are no good when it comes to reading pending codes.

[QUOTE=Ms lexo;3157924]well the light isn't blinking now just all of them stay on. The car runs fine I ran a scanner on it and no codes came up I ran the MIL and it said the light should be turned off when the car is on./QUOTE]
Not sure what you just did here, but if the check engine light is on then the ECU will automatically disable the VSC and there should be a code present. This is also why the VSC light comes on whenever the check engine light comes on. Maybe you should just bring it to someone who knows what they are doing in your area. It seems like its just getting worse the more you try to mess with it yourself. Just my 2 cents.

Alright I somewhat figured this out. I've got the CEL CODES OF P0301 P0303 P0305 AND P0300. Which reads Cylinder Misfire detected. I guess when these codes come on the Check engine light will blink and/or just light up. Now does anyone have any suggestions on where to go from here. Has anyone had these codes come and fixed them.

P0300 is a code for misfire detected, P0301 indicates misfire in cylinder 1,
P0303-misfire in cylinder 3, P0305-misfire in cylinder 5. That would be the right bank of the engine if I remember right. The check engine flashes when conditions exist that would cause the catalytic converter to fail, like a misfire.
You need to figure out what is causing the misfire on that side of the engine. Could be fuel or spark related. Kinda difficult to diagnose over the internet. You should just take it to a qualified auto tech. Good luck.

Once again, blinking CEL is misfire or rich condition that can cause catalytic converter damage. You have cylinders misfiring. Make sure you dont have water in the spark plug hole tubes. This is a real common issue after washing engine.
