Is this true that they're selling non-hid and hid both at the same price?

Yes, but remember that they are selling only the housing. Which means that you have to transfer over your existing HID components to make it work. The only thing that is different wise in the HID housing is that it has different refractor to concentrate the light pattern according to the HID bulb whereas the regular halogen bulb is different.

So the housing ~480. Ballast w/ d2r bulbs is about 200. costs about the same as a retrofit with less hassle. Hmmm.....
