problems with key fob

problems with key fob
99 gs400.
recently i've been having problems with the remote features on both my master keys. after driving the car, the fob is either completely dead, or i get a weak flash from the LED, but nothing will lock/unlock, or even panic. but if i wait a few hours, the fobs work again and will signal the car.
i tried changing the battery in one of them, but it makes no difference.
i don't know what's going on!
the second master is unused and is only a spare, and it does the same thing as the one i use every day... could it be something in the car itself that's causing this?
